Introduction to Government Contracting

Tyler SBDC is hosting a 2 hour workshop for instruction on how to do business with Federal, State, and Local governments. Although it is for corporations who have been in business for at least 2 years and financially healthy, it is also for the novice who wants to learn the process of government contracting. It is a refresher course for those that are seasoned government contracting personnel. Further, it will answer any questions about qualifying as a Prime Contractor or Subcontractor.

The instructor, Henry Vinson, will discuss the issues of government contracting so the potential contractor can decide what they need to do next to start or continue their government contracting program with confidence.

The subjects covered are as follows:

  • System for Award Management (SAM)
  • The Dynamic Small Business Search (DSBS)
  • Contracting rules, regulations & law 
  • IFB vs. RFP (Invitation for Bid vs. Request for Proposal) 
  • Registration & Certfications 
  • Federal Acquistion Regualtion (FAR)
  • Bid Matching 


Attendees are provided the power point presentation as a handout. Attendees are also provided with information on other services and assistance available through TMAC, and The Cross Timbers Procurement Center. Henry will also discuss Marketing which includes information in the Bid Match Service that is available through Cross Timbers Prcurement Center (based at the University of Texas at Arlington) which is a Joint Agreement with large Prime Contractors and the Department of Defense (DoD).

Instructor Bio: Henry Vinson

Henry teaches and counsels small business at the University of Texas at Arlington (Cross Timbers Procurement Center). The Cross Timbers Procurement Center is a Joint agreement with large Prime contractors and the Department of Defense (DoD).

For ten years Henry was president of Henry Vinson, Inc. His company provided full government contracting service to small and medium businesses.

He has several years U.S. Government Contracting experience in supplies, services, and construction. He possessed an unlimited Contracting Officer's Warrant with the Army & Air Force Exchange Service (AAFES). He serviced as Chief of the Construction & Equipment Division that was responsible for all major construction and major equipment acquisition worldwide. This division purchased over half a billion dollars annually. He retired from the Department of Defense after 31 1/2 years. He attended the master's Institute of Government Contracting.

He also had 18 years of cumulative retail experience in the management of large retail shopping centers for military forces.

Henry has attended Texas A&M University, George Washington University (The National Law Center), The University of Wisconsin, Indiana University, Bellevue University in Bellevue, Nebraska, and Cedar Valley College in Lancaster, Texas.
